Since the new Power Supply Unit, the Fusion 550R is very efficient it doesn't need as much cooling-performance in general. This might result in a fan, that is not running all the time, but it will just start spinning when the load is high enough, so that the fan is needed to cool down the electric components inside the PSU.
Giving it a push with the hand might lead to a slowly spinning fan.
